I made a few corrections in order to clear up ambiguities. To be clear, both proposed learning mechanisms are predicting something, but predicting the next state (a matrix of pixels in this case) doesn't require TD since the correct answer is immediately visible in the next time step.

Point taken; I've gone over this problem enough in my head that I was unaware how many terms I left unspecified. I'll clarify my question shortly and add a diagram of the intended network architecture. On a side note, this seems to serve more as a comment than an answer.

I think your hypothesis with regards to why we procrastinate probably has some flaws (working on an answer to this now), but I'm very happy to see questions of this sort. Preliminary hypothesis falsification seems like a good use of this site.

Its a good start, but I'd really prefer if any answers to this question had citations backing them up, since I'm concerning with misinterpreting existing research.

That is a good way of looking at it, and one I hadn't thought of. However, I'm really looking for confirmation within the existing research. If you could find citations backing up your definition, I'd happily accept it then.

True, that is one way of looking at it. My concern is whether or not cognitive psychologists are making that particular distinction, since I'm afraid of misinterpreting such work.
