1 Answer 1

There is ACT-R: whose aim is to models the brain in a modular point of view. You can actually download a Python version, and programs some experiments for it to do.

ACT-R is a cognitive architecture: a theory for simulating and understanding human cognition. Researchers working on ACT-R strive to understand how people organize knowledge and produce intelligent behavior. As the research continues, ACT-R evolves ever closer into a system which can perform the full range of human cognitive tasks: capturing in great detail the way we perceive, think about, and act on the world.

This is not an answer, the OP is not asking for computer programs. He is asking for academic/professional programs. –  Artem Kaznatcheev Mar 9 '14 at 8:11
Sorry my wording has been confusing , but more than being a computer programs this is an academic program, lead by carnegie melon university, but worked on by multiple lab around the word –  Boo Mar 9 '14 at 23:18
